I think where Russell pushes it beyond ‘safe’ is that he regularly darts under other drivers during deceleration. Everyone knows you take a corner from the outside, though the apex and back across the track to maximize speed through the corner. Russell just brakes late and then darts into a completely illogical position and then cries that the other driver ‘turned into me.’ I don’t know why he isn’t penalized for making an unsafe maneuver for that. Flip side is pretty much every one of the top drivers does the same thing.
If Verstappen is doing things like that the community says "exceptional", "finally an aggressive driver", "he is not there to make friends, he wants to win" and so on
