Arach also states Shiki's talent is something you see once every 10 years, while Akiha is the kind of monster you only get once every 10000 years. That puts her on a category above the Ancestors alone considering those are still in the 4 digits.
Ushi wasn't brought from the FGO universe, she was summoned as a Servant normally. Or normally-ish. Neco-arc definitely took some liberties with that magic circle and that chant.
