Apologies, there should have been some text on screen here. In this case, the blue player bid 1, which was the highest bid, so they gained 1 + 1 skyscrapers.

I believe you have to have a bid of at least 1 to get any rewards.

Seems to be a slight mistake at 10:39. You say "add one skyscraper" but it shows you adding two.
