A fire can't be 'evil' anymore than a fire can have any other human characteristic.

Heard it was arson and two have been arrested. But rumors abound.

Have a evacuation center joint registration point. Where all evacuation centers send names of everyone who is in those respective shelters to one central hub computer center and make that a call center to not only be able to say if a loved one is in a shelter but be able to tell them which one and where it is.Use that hub until situation has ended.
