In a comment which many will find surprising and some shocking, but which he repeated several times, Amarjit Singh Dulat, the former Head of R&AW and a close friend and colleague of India’s NSA, Ajit Doval, has said of the Pannun plot, recently covered at length by The Washington Post: “If it happened Ajit may have been in the know of it.” However, Mr. Dulat also went on to say that being “in the know of it” does not mean Mr. Doval “approved of it”. However, this point was made at least on two separate occasions in the interview. Since this is a critical point and one that will attract enormous attention, I will leave you to find out more by watching the interview. I do not wish to run the risk of misconstruing or misquoting Mr. Dulat in any paraphrase or precis. Because I wrote down these precise points and repeated them to Mr. Dulat (and he accepted them) I am happily quoting these to you.
However, in a 30-minute interview to Karan Thapar for The Wire, to discuss The Washington Post story, Mr. Dulat seemed very reluctant to believe that Samant Goel, who used to be Head of R&AW, would have instructed Vikram Yadav, who the Washington Post alleges asked Nikhil Gupta to arrange the alleged attempted assassination of Gurpatwant Singh Pannun. Mr. Dulat seemed to suggest that Yadav might have been instructed or authorized by middle-level bosses and not necessarily by the R&AW Chief of the time i.e. Mr. Goel. Again, I will leave you to see the interview to find out what Mr. Dulat says and his precise words. I have not, in this instance, given you any direct quotations.
Mr. Dulat said if such an operation had happened - and he repeatedly emphasized the word if - he would not like to believe R&AW could be so “sloppy” to botch it. At one point Mr. Dulat said if it was botched it’s very sad and agreed that that would reflect badly on the organization.
Speaking of Vikram Yadav, who The Post identified as the R&AW officer (on secondment from CRPF) who instructed Nikhil Gupta to carry out the aborted attempted assassination, Mr. Dulat asked: “How long has he been with R&AW and what does he know about the organization and its functioning?”
Mr. Dulat agreed that an inquiry is essential, adding that since the Prime Minister has ordered one (as revealed to the British paper The Financial Times) he was confident this would happen.

This "botched-up" operation had the full political "Ashirvad" of the government of the day. No R&AW chief would ever stick his neck out for the chopping block on a damp-squib operation like this one.
Those in the governmental hierarchy are not minnows who need primers in the cloak-and-dagger segment.
The intel apparatus too, is sure to have been fully in the loop for this thing.
We have a political setup that doesn't give more than two hoots of who says what. It is quite expected that the government was least bothered by the consequences.

In my opinion, instead of killing them,Government of India should negotiate with sikhs or ex militant leaders and bring them back to India so they can be added into mainstream. Sikh issues should be resolved with open heart cuz Sikhs are very patriotic people.
There are no such things as "Sikh issues" and one cannot negotiate when they are not engaged for some kind of "issue" but they are playing in the hands of other forces who intend to use these people as and when they need to be. If (hypothetically speaking) there are really some Sikh issues those issues could be resolved by voting in power who would resolve those issues. Punjabis have voted in a government in Punjab and most of them are Sikhs who are elected.

We listened to this person and we’ve listened to the EAM, they squirm and twist and turn and stonewall and this is the reason why our experience as citizens today is frustrating. We need men and women of solid character to preserve the strength of the structure of our nation to give our future generations a glorious future. Mr Dulat sir is very defensive of RAW, evading clear-cut answers to tactical questions by Thapar ji. He seems tobe evasive or rather vague in his answers.

Mr AS Dulat seems to be tying himself in knots to paint RAW in good picture and also talk high of Mr Ajit Doval. In reality, the operation of this kind couldn't have occurred without the clearance of the Director of RAW. Mr Dulat's comment that Mr Doval could have been aware of the operation without approving because of compulsions of hierarchies in the system.
If the Operation occurred and Mr Doval was aware without approving it and let it go, that clearly means that someone above him approved the operation and it wasn't possible for him to stop it!
Mr Dulat agrees that in 25 yrs, many changes have occurred in the RAW but still tries to defend RAW with all the strength under his command and what happened without being fully aware of changes.
Mr Dulat seems to be unsure about him and wants to say something but dithers! He tries to be very Certain about Mr Doval and Mr Goel!

In the intelligence world approvals for the operation are not given with signatures on the paper rather it is done clandestinely by omitting the trail and creating a firewall between the top level operators and lower level operators (hitmen) in case the plot fails as it happened in Pannu case.

Mr. Dulat retired 25 years ago. What ever he says may not b e relevant today. The Government policies were different then. His opinion of the Pannum business is as good as any other common man like me who can put two and two together going by the trend of the present Government. Mr. Karan Thapar is wasting time and shattering one's expectation of a meaningful interview with some one who is both courageous and also has some thing worth listening to.

Amarjeet, it seems, loves to come on tv and embarrass himself. If, as per him Ajit was in the "know of it", any fool will agree that he (Ajit) obviously approved. The opposite is scary that the NSA will know but cannot stop......an absurd conclusion. And if Ajit is so competent (which he obviously is) than it's impossible that he didn't get clearance from not only Jai Shanker but the PM of India. Thus my conclusion is that Amarjeet loves to come on TV to embarrass himself.

It seems like Karan Thapar has already paid money to Dulat for the interview and is chasing and charging at him for not answering questions as per Karan's wishes which is to implicate Modi and Doval.

Why should he take the responsibility of the present head, who has taken the initiative of eliminating Nijjhar....??
