Just a thought - being set on fire by a dragon was a weird way to go with this. You want to make an ocean based horror simulation, play into people's agorophobia. Make it so they can look down into the water and see some huge thing coming up from the depths to swallow them whole. Have smaller creatures circling them, partially obscured by the murky water so you can never quite tell what they are. There are so many terrifying ways to die in the water. Being burned alive by a dragon is the last thing I would have went with for a scare.
