13 years ago, I left Oneida County and moved to Wisconsin because of high taxes and a lack of good paying jobs. My dad used to say, NY is a great place to live, if you can afford it.
The regulations are even worse than the taxes. I've heard when you buy land you might not even have use of the road to your own property or any body of water on it. So you might have to construct your own road or pay a access fee. to whoever owns it. I've heard in some places like Westchester you are required to start building a permanent structure on your land, which has a minimum size requirement of over 1000 sq feet. or else pay a free which increases every few months, so no tiny houses.
I always thought property tax was outrageous on the east coast, but Looking on zillow in those counties you list 54 acre property selling for $54900 had a monthly tax of $115.00 while it's not $75 a year like desert land in AZ still reasonable place for a retirement home. I even found really nice 2.2 acre lot with 2300 SQ homes for $300k property tax of $3300 a year .

yeah you just have to look but also look at the neighbors and how far it is like if you are over 7 miles from a fire department its hard to get homewoners or business insurance especially since so many companies took a hit from the western fires last year.
When you listed the outdoor activities in those counties did you intentionally leave out hunting? The people who are buying property in those counties are erecting cabins, camps and installing trailers to hunt deer, bears and turkeys. Upstate New York is a mecca for hunters from NYC, Long Island and some neighboring states.

Guess it depends on what you farm. Clinton County is an area more foresty so is Fulton but not as forest as Clinton. Fultons neighboring country Montgomery is also about the same but there's some farms there too. Lots of hills. Chenango like most of Central New York by Seneca lake is very flat and ideal for that type of thing. And a log of Amish community if it's good enough for them to farm there I don't see why it would be any different. Watertown is very country. Washington County has a lot of dairy farms. But the high amount of farms I've seen is CNY espeically towards the finger lakes.

Plattsburgh has an “h”. Clinton county has lakes, ponds, beaches and is 40 miles from Montreal Canada.
