    For brief context, Arkan (known legally as Željko Ražnatović) was both a mobster and a warlord; whilst he held power within Yugoslavia's interior ministry, he played his cards right with the involvement of organised criminals of which he encountered when he moved to Western Europe.
    He was 15 when he was first arrested in France, where he was deported and served a three year sentence in a detention facility; and because of his father's connections with the Slovenian Federal Minister of the Interior and Chief of the UDBA (Directorate for State Security) he was soon let back on his feet as he kept getting more and more involved with crime. Noted, his spate of burglaries and murders ended him up on Interpol's infamous Red Notice multiple times; but he was let off the hook because of his power.
    During the Croatian War of Independence and Bosnian War, he compiled a formation of anywhere between 500-1000 armed men; of which came from football Ultra groups that supported Crvena Zvezda Beograd. These groups later became official structures under the Territorial Defence, and were thus sent to the aid of regular Serbian infantry. Because of their frankly cruel methods of fighting, and their commonplace with others for committing acts of genocide and pillaging, they have garnered the reputation of being a death squad.
