If you've entered the Mantis Lords arena and leave back the way you came you'll find him right near the entrance, as shown in the video. He'll mention how your old nail could probably use an upgrade and encourages you to go see the Nailsmith, but he'll only show up there before you enter city. After that he won't be there

Reason why he won't show up after City is because he specifically states that his path will take him through there when in the Mantis village.
