POINT NUMBER 1: What does traffic law say?
According to article 284 of the Brazilian Traffic Code, the payment of the fine may be made up to the due date expressed in the notification, for eighty percent of its value. Guys, this 20% discount we already know. However, Law 14071 of 2020, sanctioned by President Jair Bolsonaro and which entered into force on April 12, 2021 changed several points of the CTB. Therefore, if the offender chooses the electronic notification system, according to Contran regulations, and chooses not to present a prior defense or appeal, recognizing the commission of the infraction, he may pay the fine for 60% (sixty percent) of his amount, at any stage of the process, until the fine is due.
POINT NUMBER 2: What is the Electronic Notification System?
According to the official website of the federal government, to obtain a discount of up to 40% on fines for traffic violations, the vehicle owner must register with the Electronic Notification System - SNE.
The SNE is a virtual means of communication, provided by the National Traffic Department - DENATRAN, and allows the sending of notifications, communications and documents in digital format, related to traffic violations.
When registering with the SNE, the vehicle owner is electronically communicated about the interstate notifications and penalties, under the responsibility of transit agencies opting for the Electronic Notification System.
The user will be able to cancel the vehicle's adhesion to the SNE at any time, and will once again be notified of their notifications and penalties by post.
It appears that it is necessary to join the SNE in order to obtain a 40 percent discount on the payment of traffic fines.
NUMBER 3: Procedure for joining the SNE.
I will comment with you about the adhesion through the website of the DENATRAN Services Portal and through the Digital Traffic Card. (If you don't have a Digital Traffic Card yet, I'll leave a video tutorial on the card on the top here on how to download a digital CNH for you).
First, let's see how to join the SNE through the DENATRAN Services Portal:
Step number 1: Click on “Enter with gov.br”;
Step number 2: If you don't have an account, click on “Create a gov.br account” and follow the site's guidelines, it's very easy to do, folks. Once your account is created, enter your CPF and press forward. If you are a legal entity, click on “Digital Certificate”;
Step number 3: Enter your password;
Step number 4: Click on “My membership to the SNE;
Step 5: On this screen, you can inform the information of your National Driver's License - CNH, which I did, or inform the data of one of your vehicles. For example, by clicking on the option “CNH Data” we will go to the next step;
Step number 6: Enter the CNH registration number, see the illustrative image;
Step number 7: Enter the security code (if you need to, pause or rewind the video to see the required fields);
Step number 8: Read the Terms and Conditions for Adhering to the Electronic Notification System - SNE. If you understand that you agree with the terms and conditions, click “I have read and agree with the terms and conditions” and then click “Join”. The screen will appear stating that “Your adhesion to the SNE was successful”.
To consult the fines agencies in the SNE, click on “Bags in the SNE”, then “Organs by state” and finally choose the state of interest. See, for example, the state of São Paulo on the screen.

Boa Noite, já aderi a CDT e também ao SNE, paguei notificação de multas com 40% de desconto. Estado de Alagoas. Tô aguardando a multa já paga e a penalidade. No caso os pontos na CNH.
