I don't think so, most times when eyes glow is when the character gets fired up and/or is about to do something amazing and skillful. Or it's just artists preference, another ship actually has a glowing eye... Furutaka I think.. Besides she's smiling, I doubt any Kanmusu would smile when turning into an Abyssal xD
