Because traditionally you're supposed to use orange juice in the syrup or the shops use orange essence. The peels here used won't impart the komola bhog flavour, hardly. If the whites were also boiled it would make the syrup bitter wouldn't it. Using just the zest is fine which again must be strained before adding the balls. Just my 2 cents.
