When people commission high profile portraiture like this, they usually want to see the finished piece before they present it to the media and the rest of the world. You can see that the artist painted the entire portrait in the normal fashion before adding the transparent red haze. It may be that the artist presented the piece to Charles before he added the red. This would indeed be a form of protest against “The Red King/Kingdom”.
Then again the red is symbolic of the regimental Colonel in the Welsh Guards in 1975. In the picture, the red of the uniform fades into the red background. I should add the colour red in prominent in his work and he uses it to great effect especially in his military veterans portraiture. A recent commission was of D-Day Veteran Geoffrey Pattinson also heavily reliant on "red" -
