The department will always talk and do nothing. The money is there & the help available. Our government is just useless enjoying their pay check.
I was shocked to see this in my neighbourhood in Alexandra, JHB. I witnessed a 53 year old man with a 13 year old around 3am. I can assure you they weren't reading Rich Dad Poor Dad.
