As you say, this makes it impossible to control the cat population and makes your job harder. Educating the public about the cat overpopulation and how to remedy it is not easy either. From reading the comments I think there are people who are new and do not know about the storms the cats and cat houses on the rocks have survived, including, if I remember correctly, some kittens who were living in the rocks!
