Good question! We actually don't always want to use the whole bow. In fact, usually we don't. Long bows are great for long notes, or for playing notes loudly by moving the bow faster. But for most notes at a medium tempo, using just a quarter or so of the bow around the middle or upper half of the bow is fine. Also for beginners it is easier to learn to play in the middle part of the bow really well first before trying to use the whole bow, since it's harder to keep a good sound at the frog and the tip.
