I also think clear cover should be in both end. Left side & right side. And also for top & bottom. So length of bar= (width - 2*clear cover) or length of bar= (lenght-2*clear cover)

Will get one pcs of distribution length 8 m. From one length balance ( 4 m )we can't use for main bar 5 m
