Sigh. This doesn't work especially on Windows 11, because one must use a Microsoft account to log in. Yes, there are workarounds to that, but anyone who knows the trick to create local accounts on Windows 11 should also know to use that to create another administrator account as a back door. The people who will be locked out of Windows 11 the most by far are the ones who can't remember the email and/or password of their Microsoft account. For these cases, you need to do some detective work to find the correct email, and then use it to reset the password. Typically this involves their phone, and is a great time to set up Dynamic Lock.

If you're using a HP device, you need to do the following steps:
      1. Turn your device off with the power button (hold it for around 10 seconds)
      2. Turn on your device on
      3. When you see the HP logo or the loading dots icon, turn your device off again
      4. Turn your device on again and it should direct you to the recovery screen
