as a tech expert, yea the kid is not hacking, a server with 200 players is very capable of being hosted on a kids pc instead of a server host (it just isnt the best choice because of ddos, network usage, etc), and yes you can actually hoard the internet, your ISP only gives you a limited amount of bandwidth, with enough bandwidth usage from that server you can hoard the internet for other devices on your network
I'm pretty sure a kid can't run a Minecraft server on a single computer you need multiple computers or servers that can run 200 people on one computer
