Basically, at this level, teams will go into "autopilot" if they happen to find themselves at a mutually suitable scoreline with only a few minutes left to play. It's just human nature, especially when teams know they have another tough match ahead.
100% agreed, none of this seems premeditated, Italy can only blame themselves for the position they were in, both Denmark and Sweden played for the win and for the best result for themselves, as the match was on it's last legs, both teams tired and the 2-2 score favoured both teams, they might have agreed to a ceasefire then to not risk pressing too high up and conceeding a late goal
The difference between this match and the Gijon Disgrace is that Germans scored early against Austrians and then both teams played nothing for the whole match, with both fans and commentators criticizing it. Sweden and Denmark are football rivals, they would not care if the other country got eliminated. So, not going for a third goal was not a favour but a tactic. It was too risky for both sides to attack in late minutes. I can understand why Italians were upset with it, especially after what happened against South Korea in 2002 World Cup. But scoring only one goal against Swedes and Danes in the group stage was also the reason why they got knocked out. So yeah, no matchfix.

Japan v Poland at 2018 WC was more egregious than this. Senegal lost a Last 16 spot because Japan had fewer yellow cards as a tie breaker, as both had the same points, goal difference, goal scored and equal head to head record. So they and Poland played at walking pace in the last 15 minutes when they realised Senegal were struggling to beat Colombia. But FIFA, just like UEFA, had no evidence to prove "match fixing".
That also wasn't egregious. Towards the end, the game did slow down and Japan were less attacking (And Poland were happy to do that get their first win) but they did that at their own risk. Senegal only needed a draw against Colombia to advance. Colombia went into that game a point behind Japan and Senegal so they were the ones that needed to win (Unless Poland were to win). On top of that, Colombia didn't play well in that game so Senegal could have easily got a goal including at the end. Senegal can't really complain, knowing that a draw would have got them through (And top with Japan losing) and can't really rely on an already eliminated team win by two goals whilst they themselves are losing
Italy should have scored a few more goals. I say that as an Italian, of course it's strange to get into the next round with 5 points, but that's football
