What caused the storm that brought Dubai to a standstill?

When the heaviest rainfall the United Arab Emirates has seen in 75 years plummeted Dubai on Tues (April 16), the storm clogged the country’s drainage system, flooded roads and halted all flights. In a country known for its dry desert climate and hot weather, what could have caused this record rainfall?
