Evice isn’t terrible tough to beat. If you’re at an appropriately level and decently EV trained, you can whittle his team down with strong STAB and super effective attacks. Flygon with Earthquake and Jumpluff with Sleep Powder makes every fight that much better to get through. Give Flygon Fire Blast for Scizor, Aurora Beam Suicune for Salamence, Espoen with Psychic for Machamp and you’re there. Oh and, use one of your infinite Master Balls on the Shadow Tyranitar 😏
I feel like evice, with little we know of him, and based on his music and personal pokemon, it seems like he enjoyed battling, unlike cyrus, giovanni, and orher leaders. Like regardless of shadow pokemon, and to further that end, he built and funded a pokemon league tower in orre basically, than fought in it himself personally to continue his plans
I believe Giovanni also likes battling, but he doesn't show it directly. He was considered the strongest Gym Leader in Kanto before being exposed as leader of Team Rocket; he also doesn't shy from complimenting the player for defeating him, which isn't as rare as one would think, but he shows being good sport about losing to someone stronger than him (even if that someone is a child). It is said that he was the one to find the evolution method from Rhydon to Rhyperior, and has apparently written a book/journal about Ground-type Pokemon, so he's passionate about this.
As far as potential covers go, gym leader wouldn’t be my choice if I was indifferent about the competition. To me Giovanni’s passions are evenly split between his criminal racket and the thrill of battle
Evice was HARD. Salamence, Slaking, Scizor and Slowking are menaces on his team. Machamp was the easiest to KO. I snagged his Tyranitar with a master ball just to rub it in his face 😆
Misdreavus becomes your saviour against Slaking as my Male Misdreavus was immune to all of Slaking's attacks I used Psychic to take it down but Slaking was poisoned by Ariados's Sludge Bomb so the chip damage from Poison helped immensely I was going to use Hariyama but it was defeated earlier in the battle. During a recent playthrough Hitmontop became my best friend against Slaking as it one hit KO'd it with Brick Break due to it being way overleveled from training on Mount Battle. Scizor is easy to take down if you have Typhlosion, Magcargo or Entei but if you don't have a Fire type teach Flamethrower to Octillery, Altaria or Furret. Hearcross's Megahorn can deal with Slowking as can Misdreavus, Espeon (if its taught Shadow Ball) or Umbreon Espeon, Medicham & Misdreavus can take down Machamp Piloswine, Feraligatr, Sneasel, Suicune & Delibird (if any of these Pokemon are taught Ice Beam) can take down Salamence. What makes this guy hard is that he basically has a legendary Pokémon on his team because slacking has the same base stat total as groudon and kyogre but what really makes his slacking so broken he has a slowking has the ability skill swap, which can take away slacking’s ability truant which you guessed it means slacking can attack every turn

Not only that, it is put together in such a way to make your life difficult (Slowking skill swapping with Slaking, Scizor being a hard wall against going all in on Espeon). Even if you grind to match his level, this fight is difficult.
That's something I really appreciated about this game compared to most titles. The enemy (bosses especially) teams had some synergy and showcased some of the unique tactics to double battles.
