I have no problem with moves like this being in fighting games. The windup takes so long that you have a long time to get out of the way, plus the endlag allows you to punish.
That's a pretty contentious argument in the Mortal Kombat community right now. There was a character in the most recent game that had an unblockable 66 frame teleport with a long whiff-punish window. It created a suprising amount of drama
This move is iconic in the tekken universe... It isn't very effective in the fight but still makes a good troll move to laugh at if you play with your friends
I love how they reanimated Prototype Jack's version in TTT2. I wish they would bring him back. He's the only sub-boss from the original Tekken to never get a decent run.

Despite being a 1 shot, it's actually quite balanced because it literally takes 3 seconds to wind up. if your reaction time is slower then 3 seconds, then you don't deserve to play.

Another similar fighting game “move” for anyone interested is Rumble Mans taunt from Ready2Rumble which I find far funnier, but these mechanics are ok as long as their addressed as being overpowered and therefore being incredibly slow
