Of you dont find the bridle in the 2nd and 3rd floor chest you will find it in the forsaken cache (blue map shards) or the large forsaken cache (golden map shard). I guaranted you its possible to obtain the horse at very low lvl got mine at lvl 100 before they make it easier like a year and a half. Just dont fear the dungeon and go get your horse.
