Yes, knock off has better utility because of it's ability to disarm pokes, the fact that many pokes can learn the move, and it is a dark type move which is literally one of the best typing moves right now........but knock off cannot turn the tide of matches as significantly as scald does. Utility is nice and all, but if knock off's utility cannot significantly affect the probability off a match the way scald can, then it cant really be considered the better move. Scald's crippling effect, it's accuracy, and decently high base power makes it a move that can snatch victory from right under your nose. Your goal is to create a higher chance of victory on your side, and to affect the tide of battle in a way that gives your opponent the lowest possibility of winning". A good example of this "controlling probabilities" is predicting your opponent and cornering them into a position where they have no choice but to rely on strong but highly inaccurate moves. Most people scream hax when their only chance of winning a game is hitting a focus blast, but if you pushed the odds in your favor for that to be your opponents only option, then technically you still played the game better than him or her.
