Because this Tank was actually designed as a shark Tank. Without these, they wouldnt have gotten the permission to run this Tank in this public Aquarium. The Idea of putting real corals inside a sharktank and try something new came later. Dont know if its mentioned in this Video but it is explained in the original german version.
