Great video but I got confused after watching it. Is possible to say 銀行の前で? After all で is the event location particle. Would it be correct if I said something like that? 銀行の前で犯罪者が警察と戦っています。

Satchan??? The dictionary says, "Satchan " is a Japanese children's song composed in 1959 and is well known there. Does that make any sense here?
Sacchan is what it really is, but pronunciation-wise it's "Satchan" it's short for Satsuki-chan in this case.
The name of that song is "Satchan" and it's about a little girl with the name Satsuki.
