Looks as if the drag clutch operating mechanism isn’t doing all it oughter ! - either the clutch toggle linkage is partially seized, or the air control lever isn’t putting out the full air pressure, at full travel . . . . Check that the double acting air cylinder under the deck is doing its full movement, too - they have a habit of seizing occasionally, especially if the air lubricator has been neglected - if you strip it down, read the manual first, and be careful of the springs inside, which provide the self-centring action !
