My channel's oldest gta 5 videos was started on a computer a little bit older than that, I ran mods but very low graphics. Not sure about ur specs though.

I think you can run it but with the lowest graphics settings, and the mods are possible as long as you dont put too much stuff on it (like hundreds to thousands of objects, hundreds of npcs, etc). Though storage will probably have a problem gta is almost 90gb game plus mods folder can bring it higher than that. Idk ram but 16 or 12gb at least will do. 8 is kinda close to the edge.

I was surprised to see Renault F-17's in this.
