    The exploding butterflies were Jinxes, we've seen her work on them in earlier episodes. The firelights are real (bioluminescent) bugs, we've seen them a lot as well. And yes, Jinx, or rather Powder, did commit suicide at the end. So Ekko was wrong, there was something of Powder left in there, which is why he hesitated when he saw that.

    Silco isn't fearful of Jinx, rather she's his daughter and he loves her. He isn't willing to intimidate or threaten violence to his daughter the way he would to anyone else. And he isn't manipulating her any more than any parent generally tries to get their child to see things their way. To Silco, Vi is just Vander Jr., the daughter of the Vander that betrayed him, and the Vi that abandoned Powder. Silco doesn't have access to the same knowledge that you the viewer has. He just knows Vi returned to the Undercity in the company of an enforcer in search of the gemstone. Even Ekko questioned Vi's motivation for returning. Silco genuiely sees Vi as a liar, betrayer, and bad influence for Jinx.

      But it does fall afoul of the "pretty people good - ugly people evil" trope

    There have been some very subtle clues that Jinx has been working on the mechanical butterfly explosives since episode #4. It's fun to notice them upon re-watching the show. The more overt clue that they were made by Jinx is when the butterfly lands on Marcus' gun. As the butterfly does a mechanical countdown the wings are changing position and on the final "tick" before it explodes we can see Jinx's monkey face motif in the wing pattern.

    They voted Heimerdinger off the council for the wrong reason - Jayce for the very understandable reason of wanting to preserve his friend's best chance at survival, Mel for a variety of reasons I'm sure, and the other councilors because they don't dare to stand in the way of Jayce, the ascendant, who has all the financial power through his new, unmatched technology. However - Heimerdinger is a thoroughly useless, criminally negligent, complacent ruler who has been (according to Viktor in episode 2) the "de facto head of the council" and has presided over the genocide of Zaun, holding back life-saving technology arbitrarily, offering no explanations but incoherent mutterings of "doooooom!". He is responsible for everything bad that has happened and is happening in this show, he has had 200 years of uninterrupted rule to address the issues, and the crushing subjugation of Zaun is so old that in episode one, the song Powder sings ("Dear Friend Across the River") describes a Zaunite BEGGING a Piltovan for a penny because they are so poor ("I ask of you a penny, my fortune it would be") and they are no threat to Piltover ("we raise no mighty towers"). Thats right. It is so old and familiar that it has already become a nursery rhyme that Powder and, presumably, most other children in Zaun, know by heart. And atop that pile of awful sits Heimerdinger.
    Did they vote him off for the correct reason? No. They should have voted him off the council for genocide, corruption, incompetence and negligence. But he absolutely deserved being voted off.

    "I don't want Viktor to take that, he'll become addicted" Several people seem to have taken shimmer without getting addicted to the point of mutating - and Singed is proposing he use it to be able to withstand drastic transformation. At this particular time, Viktor has two options - doing nothing means he dies. Using the Hex core to change himself means he dies right after because natural organisms won't withstand it. Using shimmer to fortify his body first gives him a chance. I'm sure we all see the spooky side of potential consequences to this, but on the other side of the scale is CERTAIN DEATH, and Heimerdinger isn't even PRETENDING that he will try to find a solution. I believe his reaction was, roughly, "yes it's a bit sad that you'll die, and maybe I could have done something to help but I won't, but I'll feel sort of bad for a while after you die and isn't that the most important part?"
    I think the notion of "can we bring Powder back, yes or no" is the wrong question. Can you suddenly become the person you were at ten years old? I don't think anything could make that happen for me, and I don't believe anyone else has that ability either, but that ten-year-old is not GONE. It's still you. Your ten-year-old self was your nine-year-old self plus a year of experiences. Your current self is your ten-year-old self plus however many years of experiences. Thinking to "bring out" the person you were some amount of years ago is absurd, can't be done, and would accomplish nothing. You already ARE that person plus some extra stuff, and that's all anyone is going to get.
    Silco doesn't so much "threaten" the chem barons. He has clearly been... I believe the term is "first among equals" (that is to say, he's been so much stronger than them that they are functionally beneath him, but they consider themselves on his level in at least some way), and Finn was calling on the others to stand together and challenge him. What he did wasn't a threat, because the threat has been implicit all along. What he did was establish dominance - showing that it is easily within his power to take them on however he chooses. My favourite part of this entire scene is when he says "we came from a world where there was never enough to go around... FINN..." and just then, it becomes obvious that there's one too few masks to go around. It's a magnificent underlining of the point that sadly is lost on his audience, I think.
    "I really want Vi and Caitlyn to end up together and have a happy ending" I agree, sort of, but... I don't think there's been ANY indication thus far that happy endings is something the writers are particularly interested in. They seem much more invested in tragedy and complexity.

    You mentioned it's been 15 years that Powder was with Silco. The time jump between episodes 3 and 4 was about 7-8 years.

    Really liking your reactions to this show.
    I think the editing is good and you clearly show your thought processes during the episode. It's nice that we can follow along as you figure things out.
    Also: "Heimeldinger" and "Hestech" clearly sound better than "Heimerdinger" and "Hextech", so that puts a smile on my face ;-)
