Bro you are having criminally low 1% lows so you might want to double check on those Nvidea control panel settings. I have the same configuration laptop but 1% lows are far better so though to mention that if it would help.
Without dlss and frame generation 3070ti is as good as 4070. But with dlss and frame generations even the 4060 will out perform the 3070ti. Overall 3070 ti is good for 1440p, just get the Intel cpu, 6900hx is also a good cpu but 12700h is stronger.
I have almost the same configuration laptop like this laptop : i9 12900H RTX 3070Ti 64GB DDR4 RAM but my cpu temp goes to 95 degree and FPS is lower than yours. what can i do?
@randomgameclips2412 i have an asus rog strix 17 g733z xs96 with same i9 and 3070ti.. I get weird stuttering. Any idea, I'm not used to e/p cores. My i7 7820hk and 1070 is more pleasureable bc no stutters -_-

If you have overheat issue try replacing thermal paste.

DLSS was enabled by default(auto) for every preset. If you turn off DLSS it would be custom preset.

4070 raw performance is about the same as 3070ti, but with DLSS and frame generation on 4070 is significantly faster.

DLSS only enabled on Alan wake II. For frame generation, it is only available on rtx 4000 graphic cards.

Check if you have overheat issue, In most case stuttering is caused by overheating. Try replace your thermal paste.
