I think Northern states that banned consumption of alcohol beverages should be excluded from sharing VAT from the sales of alcohol. Infact, 85% of VAT collected should remain with the states..
it's obvious there was no wide consultation before and after the draft bills were prepared. There should have been a session with each state. For example Lagos cannot speak on behalf state like Ekiti.
The one problem with this bills that i see is further centralization of power in the federal government, which would lead to the fed govt changing things around to suit them. Why can't the nrs get the wholistic financial picture of the company and share that data with the states while allowing each individual state to collect it's own taxes.

IGBOs have the highest purchasing power of any ethnic group in Nigeria and all of Africa. But Nigerian national policies have made their homeland unattractive, forcing them to live and spend their money else where such that again, more than 50% of vat revenue given to Lagos for example, came from IGBOs. Again, because Nigeria has also, cleverly made the Census the only federal program in which the ubiquitous " state of origin" no longer applied, coupled with deliberate under counting, said IGBOs are far fewer than they actually are . It means that they lose on both derivation and on population. So, they continue to pay taxes that do not benefit their home land.

If the FG invest in other seaport the people from the SE will not leave Porthacourt seport and got to Lagos. Every investment that FG has done and is still seeking has always be Lagos. It means that they lose on both derivation and on population. So, they continue to pay taxes that do not benefit their home land.
