My SAMSUNG S23B300B monitor did the same but randomly. I dropped the external supply voltage from 14VDC to 12.6VDC by using a couple of power diodes in series. That made a huge difference, but it still happened now and then. I had to unplug the power, wait a while, and then plug back in to get it working again. But I found that it also worked if I brought it back to 14 VDC, as crazy as that sounds. After it was working at 14 VDC, I would switch it back to 12.6 VDC, and did this switching by hooking up a switch that would bypass the two diodes when needed. Eight years ago, this 24" monitor only cost me $64, and so I do not want to spend 3 times that today for a replacement. The last time that I took it apart and tested it without an HDMI connector hooked up, it would show the three color test image moving around on the screen as it should. All seemed OK, but then it crashed again. From there on it would just not work at all no matter what I tried. But I reassembled it and hooked it back up to the computer, and bingo, it was working again. This is the weirdest behavior of electronic equipment I have ever seen.

Dell as i using it, its 8 year the only problem i faced is power ic failure. after replace power ic its working very nice to me. my model st2220L. and they use LG LED pannel display Great pic quality. always buy monitor with high resolution

Attach an external monitor to see if it replicates itself on that monitor - if it does, the mainboard is bad. If it does not, the display cable or screen is bad.
