Just an observation. If you entended to run plant don't bother cleaning the rocks. That dirt will settle down and will actually help you grow plants. Most of those rocks are from mill coming straight from the gravel pits that are located on public land. There are zero to none chance that they will contain any pesticides.
I don't know how many more summers that deck will last, is it going to handle all that extra weight? and moisture??? might be a cool idea to have the totes on the ground , but you make cut outs on the deck so they are flush? (if you don't care about the deck) for me it looks like its about time to sand and oil/stain if you wana keep it going for another year or two or are you just doing a complete replacement in the next two years???

Yes it’s an old deck the wood is fine except for 2 boards but I do plan to redo the whole thing one day when I get the chance!
