I don't have a ton of experience here, but there's some arguments and sources out there regarding whether or not an infraction is actually a crime. I guess if you're of the mind that any violation of the law is a crime, and an infraction is a violation of the law, then an infraction is a crime. If an officer saw you commit a crime, he can detain you to investigate. When he lawfully detains you, he can require you show your identification (IF your state is a require-to-ID state, and its likely that not all states are such). Even if they are they will be so only when you are lawfully detained, a cop cannot just randomly walk up to you for no reason and force you to produce your ID. So, yes, I do believe the cop is correct here, although I didn't watch the whole video because it got so repetitive.
I should also say, if the cops motives were to stop and inform the suspect, he should not need to ask for identification. He could just say, hey, bikes have to stop at stopsigns as well just like cars, and let the man be on his way, but it seems like the cop wanted to turn this into some kind of bigger ordeal than it needed to be. There's also an argument that the cop should have better things to do than bother people riding their bicycles around the park in the middle of the day. It almost borders on harassment and petty behavior on the part of the cop.
This officer seemed to be on a fishing expedition. Had you ran a stop sign he could have and should have just told you to follow the rules of the road. No ID needed. Plain and simple.

He had already called for the sergeant BEFORE the auditor requested one. Just another excuse for a bad cop to hold an innocent citizen in semi-captivity. The mere fact of having a white bicycle similar to one that was stolen is a very flimsy articulation of a "probable cause" stop, but cop #1 had already accused the auditor of running a stop sign, but he wouldn't say which one, because he didn't know which route the auditor had been traveling and could have been recording, which could have proven cop#1 as a liar. Every last cop there is is a liar, and proving it is becoming easier each every day with the onslaught of new auditors and civil-rights activists recording everything. The tale about stop sign was just a cover. The cop indeed suspected the bike, but was not sure because he did not have a picture with him, so he called sergeant and asked do download it for him. Meanwhile he did not want to tell the true suspicion and made up a tale about stop sign in order to hold the guy until the sergeant arrived with the picture.

This type of infraction is a crime, and not supplying ID is a crime in itself. So all of you guys supporting this cyclist are idiots.
I don't have a ton of experience here, but there's some arguments and sources out there regarding whether or not an infraction is actually a crime. I guess if you're of the mind that any violation of the law is a crime, and an infraction is a violation of the law, then an infraction is a crime. If an officer saw you commit a crime, he can detain you to investigate. When he lawfully detains you, he can require you show your identification (IF your state is a require-to-ID state, and its likely that not all states are such). Even if they are they will be so only when you are lawfully detained, a cop cannot just randomly walk up to you for no reason and force you to produce your ID. So, yes, I do believe the cop is correct here, although I didn't watch the whole video because it got so repetitive.
I should also say, if the cops motives were to stop and inform the suspect, he should not need to ask for identification. He could just say, hey, bikes have to stop at stopsigns as well just like cars, and let the man be on his way, but it seems like the cop wanted to turn this into some kind of bigger ordeal than it needed to be. There's also an argument that the cop should have better things to do than bother people riding their bicycles around the park in the middle of the day. It almost borders on harassment and petty behavior on the part of the cop.

This officer seemed to be on a fishing expedition. Had you ran a stop sign he could have and should have just told you to follow the rules of the road. No ID needed. Plain and simple.

He had already called for the sergeant BEFORE the auditor requested one. Just another excuse for a bad cop to hold an innocent citizen in semi-captivity. The mere fact of having a white bicycle similar to one that was stolen is a very flimsy articulation of a "probable cause" stop, but cop #1 had already accused the auditor of running a stop sign, but he wouldn't say which one, because he didn't know which route the auditor had been traveling and could have been recording, which could have proven cop#1 as a liar. Every last cop there is is a liar, and proving it is becoming easier each every day with the onslaught of new auditors and civil-rights activists recording everything. The tale about stop sign was just a cover. The cop indeed suspected the bike, but was not sure because he did not have a picture with him, so he called sergeant and asked do download it for him. Meanwhile he did not want to tell the true suspicion and made up a tale about stop sign in order to hold the guy until the sergeant arrived with the picture.
