Josh Freese's drumming is otherworldly in this song. He's one of the best studio drummers in the world. On a totally different wavelength than Danny, but still extremely talented and always a joy to listen to. His phrasing is incredible.
Maynard is talking about someone that has recently recovered from a drug addiction; with them recovering they get very self-righteous. If you have ever been to AA or NA meeting then you have seen countless people just like the song is describing. Thirteenth Step is a concept album and the songs on it for the most part are about the various processes of addiction, behavioral addictions, chemical addictions, and each song is kind of sung from a different perspective. Some of the songs are sung from the perspective of the actual drug, from the perspective of someone who has realized that they have an issue or a problem, also from the perspective of a person who realizes that if they don't do something they're going to die, a song from the perspective of a person who is in denial about a loved one, dying right before their eyes. And in the case of "The Outsider", it's sung from the perspective of a person who doesn't understand at all what their friend is going through, what their loved one is going through, and they think that it's more like a sprained ankle; they can just kind of walk it off.

This song gives me shivers every time. Beautifully tragic tone in MJKs voice. The song is about someone holding up their rehabilitation as a righteous halo and not facing the reality that they have hurt people and never atoned or apologised for that pain they caused. The halo slipping down is a beautiful metaphor for this. It is taking the feeling of self-righteousness from this person (halo) and pointing out how much pain it caused the people this person loves. God I love this album more every time I listen to it
It's interesting what you say about the synthesis between the music and its artwork. Sometimes I can't tell if the artwork gives the music its signature wash of colour in my mind, or whether it's just that the artwork was designed to pair so perfectly with the music. I never notice this more than with The Smashing Pumpkins; the music and the artwork belong together so strongly I cannot separate the two in my mind.
One of the 12 steps of AA is to make amends for your wrongdoings, I’ve always felt he’s kind of pointing out how are you going to make amends to the people that you have done wrong that are dead now. Or that have succumbed to their addictions. So if you feel you’ve done someone wrong it’s better to make amends now than wait.

The halo slipping down could be a relapse as the person skipped a vital step in the process. Making amends builds social support systems and adds social pressures to maintain sobriety which is vital. Definitely a lot of audio compression going on, but it can only do so much to dilute the greatness of this song. My favorite on this album and one of their best in general.

This needs to reach the shaman! Its recorded all muddy and clips like crazy but it was done on purpose. Album version is also distorted and clips muddy in those parts. Nice contrast choice really.
