The agency is just its own thing, it tries to govern eden, and ulacylon literally has no involvement with the agency.

I feel like the Ulayclon boss fight is the easiest, the boss is easier to take down than the armored scavs, Agent 'Jericho' + SIG MPX = Victory

Scavengers aren't that easy tho. You have a chance to be blown up with grenades of Yosef's guards. Or yet a sledge scav
I think medieval era boss is the easiest, but its probably because only one out of like 100 enemy NPCs during the wave have guns
