If you're saying the phrase alone like "I ate too much" or "I drunk too much", you will use "sugita" (past tense informal). But if you're joining a consequence after, for example "I ate so much that my stomach hurts", you use "sugite" (it is called the "te form", in this case it is used to join the cause (I ate too much) with the consequence (my stomach hurts). 1) たべたすぎた。 2) たべたすぎて、いがいたい。
By the way, I just want to point out that your English is incorrect. For example, 6:22, that should be: "I cooked SO MANY cakes that the oven broke." Or, if you want to say "too many cakes", you can say: "I cooked too many cakes, so the oven broke."
