If you're saying the phrase alone like "I ate too much" or "I drunk too much", you will use "sugita" (past tense informal). But if you're joining a consequence after, for example "I ate so much that my stomach hurts", you use "sugite" (it is called the "te form", in this case it is used to join the cause (I ate too much) with the consequence (my stomach hurts). 1) たべたすぎた。 2) たべたすぎて、いがいたい。
