Question - if you are doing a 1/2" frame on a smaller than 12 x 12 piece, couldn't you just slide the paper (in your case, 10 x 10) down toward the bottom an inch or so, and then mark both ends with the binder clips? I know you won't have the top edge to align the paper with, but there are other horizontal lines you could use to line up on.

To store the binder clips in the base , I super glued some strong magnets in the space between the feet. Works great.
