Never get on hire labour agreement visa thru agency, they will give quick visa to you but stsol occupation, and you will become bonded labourer. You never get residency if your occupation is stsol unless you are in regional area. In regional area also it will take longer than usual time to get residency. Believe me it’s difficult to leave after working 3-4 years in Australia.

If person can't get 6 Bands in each module of Ielts in SC 186 DE if his employer write to DOHA for concession in Ielts would they accept it?

You should get 50 in pte or ielts 6 band score. Otherwise you won't be able to apply for the visa.
