Manhunt logic: Ramirez: *went through the military, thug, participating in the snuff films, probably doesn't even have special trainings yet can't be executed by Cash because he is too strong* Cerberus leader: *can be executed with literally everything, he is expert, has a high military rank, was in special forces, cold blooded, has better weapons, has profesional eqipment and armor etc. yet he can be executed*.
The Leader seemed past his prime given his high rank and high tech body armour. Ramirez was very strong, but lacked Cash's guile. I like how both of them and Piggsy are Cyclopes.
