In my opinion he played Kh8 not because of Rf3. Yes it is also a threat but you had after a move like a5 the tactic Qxe5 and Ne7+ with a fork on the king and queen and you win the exchange back and the game.

Pretty difficult opponent especially considering they were rated 1604 before the March 1 FIDE boost.
