Everybody knew what was up with Artie, nobody wanted to acknowledge it then they would feel guilty. They loved to watch people crash and burn, and prod them the entire time. They made hundreds of millions off of it lol some of the most interesting things of the show
Over time it seemed like a majority of the staff were wise to it. Howard most importantly but it is clear he chose to stick his ostrich beak in the sand whether it was from denial, felt it was great for the show and let it continue anyway, or he even genuinely felt put in that awkward position where he felt doing something as drastic as firing Artie or having a serious intervention with him would do more harm than good. Howard would openly admit he built his career by surrounding himself with weirdos, losers and off-balance screw-ups. Sadly, with Artie it blew up in his face.

Artie's family hates Howard Stern with a passion for this reason. They feel he egged on Artie's behavior and encouraged it.
