    I heard something about the 7950x3d performing worst if you have all the cores enabled because only half can access the 3d cache at a time

      There is some truth to that. I myself was scared of getting into one of these X3D chips. I think the initial experience was somewhat bad because the 'windows os' scheduler was not optimized. But after using them, I have not have a complaint from my CPU, I do see that most games use the X3D chip by default. Sometimes, the second CCD can get 'parked', more like set to 1% if nothing else requires more cores. Interestingly enough, when you have these dual CCD chips, you need to set your power plan as balanced so the windows scheduler works better. This is an AMD recommendation (official).
      The possible performance hit is real when compared to a 7800X3D but in some other games the 7950X3D leaps forward. The main reason for me to get this 7950X3D was because of my rendering times for videos like this. Overall, my experience has been very positive.
