2. If so what is the time gap between the 1st coat and 2nd coat of wall putty?

It's good if you always use 2 coat putty. The gap between first and second depends on climate in your area. In summer it will dry in 1 day and in winter or rainy season bit take to dry more then 2 to 3 days.... The most important after first coat when it will ready to run with paper it's mean wall is reaofor second coat
