Upon listening to all of these Paganini wasn't just inspired by Locatelli, he blatantly lifted some of his material directly from these compositions to create his own caprices!! (Though they are genius works in their own right). But these, are truly original (maybe some Vivaldi or Tartini inspiration) but on the whole, they sound like nothing that came before (from a complexity standpoint)
I have always been a lover Locatelli's music. This music seemed to me just like cows chewing the cuds repeatedly for easy digestion! He appeared to have remarked : "hey, you enjoyed my roundabout way of mesmerizing you with my music? ". Yes Locatelli, I enjoyed and at the same time mesmerized by your magic called music. Great! Extremely cool pieces-- so wild and imaginative. I can't believe I'm just discovering them now. I can totally see how Paganini took inspiration from these when he wrote his Capricci-- you can hear the connections.

It has nothing to do with Paganini.Locatelli was from a Far different period
In addition to that, these Caprices are merely a part of his 12 concerti from op. 3 and not meant as stand-alone pieces.
