I think we can now have people permanently living on Mars because we already have a good idea of what Mars is like because we have seen the images from the rovers on Mars. So in a sense we have already been to Mar as the rovers and satellites have given us a good idea of what it's like.
If you can solve the plasma propulsion problem, you would go to the head of the line. It also helps if you can handle stays in Antarctica... think about that when your planning course work... an M,D, degree would also be helpful.

A Human would not be string enough to walk down a ladder onto the surface of Mars.

The solution is to send two spacecraft to Mars tethered together with a long cable and spun around their center of gravity to provide artificial gravity inside each during the journey.
