Hi. I don't think they drop prices on skincare and makeup items during december. Donki has great prices though all year round. 😃

Yes. There's a big MatsuKiyo in Ikebukuro and Ginza too.

Matsumoto Kiyoshi and Don Quijote are chains-- they have many locations around Japan. There are also other drug stores which sell skincare and other self care and home care items, there's nothing particularly special about just these two chains. Have fun!
