I might sound extremely naïve, as I don't live in a country where hurricanes are an issue (thankfully), but how do people prepare when they aren't able to leave?

It’s really upsetting and unfortunate that some people can’t leave. Normally, at least for Florida, they set up free uber rides to shelters like schools, government buildings, and libraries. They try to build shelters to withstand storms like that and they also try to help as many people as possible get to safety.
