Have you considered using just air (no water) with a smaller nozzle?

Newton's 3rd law, every action requires an equal and opposite reaction. The more mass you throw out the back of the rocket, the faster and higher it will go. Air won't work as well, no matter the nozzle size, as it has much less mass to accelerate.
